About Global Financial Crimes
In Global Financial Crimes (GFC), you will play a critical role in identifying potentially suspicious activity, protecting vulnerable individuals, and safeguarding the integrity of the financial system. GFC coordinates day-to-day implementation of the Firm's financial crime prevention efforts. Including governance, oversight, and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption and Government and Political Activities Compliance programs.

Background on the Team
The US Screening team monitors and investigates transactions and client relationships for sanction issues and suspicious activities.

Reporting Lines
This role reports ultimately to the Head of US Investigations. The role will have a range of four to six direct reports.

Primary Responsibilities

Responsibilities include supervising, mentoring, and coaching a team of Investigations professionals on performing analysis and due diligence on results from OFAC/Sanctions, 314a, Adverse Media and Politically Exposed Persons (PEP) and other watchlist screening of customer accounts according to Firm's policy and procedures.

The US Screening Team Lead will:
  • Ensure that daily operational processing is completed according to established program SLAs and regulatory requirements
  • Analyze output of OFAC/Sanctions, negative news, PEP and other applicable watchlist screening and make decisions on appropriate action to take
  • Review payment exceptions (Wires, Checks, ACH etc.) generated from watch list alerts, including evaluating and analyzing payments to determine approval, rejection or the need for further investigation
  • Analyze, investigate, resolve and document potentially suspicious transactions or exceptions
  • Conduct open-source research and due diligence, including searches in external and internal databases
  • Develop and lead quality control reviews of staff work products, records, and daily metrics
  • Develop and deliver training programs for Investigations team members and various business units
  • Draft policies and procedures to ensure compliance with all relevant regulations
  • Support any special projects or critical casework.
What We're Looking for in You
Candidates must have:
  • 4 year college degree with strong academic credentials
  • 5 to 8 years of with Bank Secrecy Act (BSA)/Anti-Money Laundering Regulations within the financial services industry, or at a financial services regulator (e.g., Office of the Comptroller of the Currency, Federal Reserve Bank, Securities and Exchange Commission, Federal Deposit Insurance Corporation)
  • Experience managing a staff of Compliance professionals
  • Strong understanding of the financial markets and banking, including broker-dealer product-based knowledge, and the ability to research or must evidence the ability to learn and adapt quickly
  • Developed investigative skills - inquiry and analysis, interviewing, testing, organization and presentation (both written and verbal)
  • Excellent judgment, initiative and adherence to deadlines
  • Excellent written and verbal communications skills, attention to detail and strong time management skills
  • Excellent interpersonal skills and ability to interact with branch and business unit personnel in a mature and professional manner and apply feedback on work product from supervisor(s)
  • Ability to manage and adapt to the fast-paced environment of sanctions and manage the queue of live high priority alerts.
  • Certification as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within first 15 months of employment

Expected base pay rates for the role in Baltimore will be between 83000 and 115000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
