CLASS SUMMARY
The City of Spokane invites applications for the position of Project Employee - Data Analyst

NATURE OF WORK

Performs specialized professional support work to track performance of opioid settlement dollars. Leverage data across departments to identify and track overdose trends across the City. The analyst will strengthen data collection and reporting of opioid use disorder ("OUD") metrics, including but not limited to overdoses and overdose deaths in the City of Spokane in a manner that will guide future investments. Employee has regular contact with both inside and outside sources to obtain or supply factual information. Duties are sedentary to light in nature, performed under normal working conditions and require close attention to prevent errors.
CLASS CHARACTERISTICS

This is an entry level professional classification with specialized functions related to public funded program work in support of community development and human services.
SCHEDULE

The person hired for this role is required to work onsite at Spokane City Hall from Monday to Friday, with work hours between 8:00 a.m. and 5:00 p.m. While hybrid work arrangements may be considered at the supervisor's discretion, onsite attendance is expected for a minimum of three (3) days per week. Please note that relocation expenses will not be provided for this position.
This project is initially funded for a period of twelve (12) months. An extension may be possible, with a maximum additional duration of twelve (12) months.

  • Compiles or creates various documents and reports in response to requests for information, support to auditors, or for distribution of required notices in accordance with state and federal laws.
  • Gathering data from various sources, cleaning, validating, and preparing it for analysis
  • Analyzing data and presenting it in a useful and easy-to-understand manner
  • Maintains and updates various documents for recordkeeping, monitoring, reporting and retention purposes using various records management systems software.
  • Provides administrative and technical support for projects assigned by Mayor's Office staff.
  • Assists with evaluating and tracking OUD metrics.
  • Records minutes, prepares correspondence, schedules meetings and maintains calendars for assigned committees and boards.
  • Assisting in the development, refinement, and analysis of performance metrics for opioid settlement investments
  • Performs related work as required.
COMPETENCIES
  • Skill in the use of business software applications, such as word processing, database, email and spreadsheets programs, and the ability to learn specialized software applications related to records management and federal reporting systems.
  • Knowledge of grammar, spelling, punctuation and terminology commonly used in office settings, as well as basic arithmetic to perform simple calculations.
  • Ability to collect, organize and evaluate pertinent data and to prepare clear, concise, and complete reports, correspondence, and related documents.
  • Ability to exercise sound judgment within the confines of applicable laws, regulations, and department guidelines and policies as appropriate.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with other employees and/or outside sources.
  • Knowledge of troubleshooting techniques and best practices.
  • Knowledge of technology research, evaluation, and comparison.
  • Knowledge of Geographical Information Systems (GIS) and Global Positioning Systems (GPS).
  • Knowledge of relational databases.
  • Familiarity with Power BI or other dashboards
  • Skilled in researching, compiling and summarizing information, including statistical data.
  • Skilled in organizing work, setting priorities, meeting deadlines and following up on assignments with minimal direction.
  • Skilled in applying analytical thinking to solve problems or accomplish tasks.
  • Skilled in preparing clear and concise reports, correspondence and other written materials.
  • Ability to work independently and as a team member with limited supervision.
PHYSICAL DEMANDS

MINIMUM QUALIFICATIONS


Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Open Entry Requirements:
  • Education: Graduation from an accredited four-year college or university with a Bachelor's degree or equivalent
  • Two (2) years of experience in data tracking and analysis, database management, or related experience.
  • An equivalent combination of related education and/or experience may be considered.
  • Experience with databases, data analysis, and programming is desired.
Licenses and Certifications
  • Must possess a valid driver's license or evidence of equivalent mobility.
