Context: Gaza faces an unprecedented humanitarian catastrophe following the escalation of hostilities beginning October 7, 2023 and is one of if not the most volatile humanitarian crisis currently. Approximately 2.1 million people remain in Gaza with at least 90 percent displaced. Palestine faces a severe water and sanitation crisis that has reached catastrophic levels. The Gaza Strip presents the most dire circumstances. There continues to be reports of a worsening water situation, along with a decrease in access to hygiene items especially with the continued blockade. Water infrastructure has been destroyed severely damaged limiting access to safe water. While conditions in the West Bank are better than Gaza, significant challenges remain. Water access is restricted and controlled, contributing to the overall crisis affecting Palestinian territories.
Objectives of Role: Proposal Development - As requested by the Grants Coordinator, support development of project design, concept notes, proposals in close coordination with program sector, MEAL, and partnership teams and operations and finance teams ensuring clear and timely timelines between the CP and HQ to ensure timely submission
- As required thoroughly review all proposal documents to ensure coherence throughout narratives, logframes, and budgets.
- In coordination with the Grants Coordinator and as required act as focal point with HQ during proposal review, editing, and submission for grant
- Ensure all proposal outputs are accurate, complete, of high quality, and submitted on time.
Grants Managemen t
- In coordination with the Grants coordinator, act as focal point for communications with HQ on all grants administration functions.
- Review donor agreements and coordinate their review and signature with relevant HQ policies.
- Coordinate the approval of pre-award spending as required.
- Coordinate with the Partnership Lead to obtain any necessary donor approvals relating to partnerships.
- Lead and/or support all project revisions, amendments, and budget realignments.
- Maintain and disseminate a regularly updated grants tracker.
- In close coordination with the Grants coordinator, regular maintain a well- organized and comprehensive information management and grants filing system.
- Ensure IRC's internal Opportunity Tracking Information System (OTIS) is updated and maintained throughout the awards lifecycle
- Participate in due diligence processes and collaborative partnership risk management as appropriate.
Donor Compliance - In collaboration with the Grants coordinator, where applicable, provide programs and operations teams with technical guidance to ensure that all grants are implemented in compliance with IRC and donor regulations.
- Coordinate with HQ on specialized compliance matters as required
- Proactively raise potential compliance issues to senior management; work closely with the Grants coordinator , CP team and as required, HQ compliance colleagues to resolve any related concerns.
Reporting - Support the development and delivery of all internal and external reports in collaboration with the programs, finance, and MEAL departments.
- Support the regular updating of a comprehensive reports tracker and regularly communicate with all relevant team members about upcoming deadlines and specific report requirements.
- Support the production of high- quality and well- written reports which meet donor and IRC requirements.
- Coordinate HQ and technical unit reviews and approvals prior to donor submission, as require
- Ensure strict compliance with internal and donor deadlines
- As requested support the development of talking points, programmatic updates for communications/advocacy materials
